Yes, the Spanish Steps are located in Rome . . . not in Spain. (Their name is derived from the Spanish embassy down the street.) Though they are usually referred to as the Spanish Steps, it is certainly not incorrect to call them the Spanish Stairs . . . especially when you need to complete a rhyme scheme.
